Robert (Bob) Clougherty, Ph.D.

Robert (Bob) Clougherty, Ph.D. leads AI strategy at NJEdge, guiding member institutions from scattered, tool-level experimentation toward enterprise AI strategy grounded in institutional mission.

Bob treats AI adoption as a question of governance and culture as much as technology, and his standing counsel to campuses is to disrupt the process without disrupting the culture. He is the author of original frameworks for institutional AI adoption, including the Recursive Meaning Loop, the four-shift Operating System model, and the Technology, Culture, and Governance triangle, and he works with members on AI readiness, governance design, and board-level briefings.

Bob is a familiar voice at EdgeCon, where his talks have included “The Operating System Changed,” “Phase Shift in Higher Ed Computing,” and “How to Fail Innovation 101.” AI decisions in higher education tend to stall in the gap between the technology office and the academic side, and Bob has spent more than 35 years holding senior roles on both. He was Provost and Founding Dean of Glasgow Caledonian New York College, which he built from the ground up through charter and degree-granting authority from the New York State Board of Regents and accreditation with the Middle States Commission on Higher Education. At SUNY Empire State College he served as Acting Vice Provost for Research, Innovation, and Open Education and as Dean of the School for Graduate Studies, where graduate enrollment grew 39 percent, and he later served as Vice President for Technology, Design, and Innovation at Felician University. As a faculty member at Tennessee Technological University, Bob held the rank of full professor with tenure and founded two technology institutes.

He has also served as a Chief Information Officer, most recently authoring a five-year enterprise AI strategy for a public university of 14,000 students and has secured approximately $1.85 million in grants as principal investigator or senior personnel, including awards from NSF, the Gates Foundation, and the Lumina Foundation.

Bob has published more than twenty articles across a range that looks unrelated until you find the thread: Irish literature and rhetoric, chemistry, engineering, educational technology, and AI governance, all of it turning on semiotics, the study of how meaning is made and carried. He reads institutions the way he reads texts. Recent work has appeared in University Business, Community College Daily, TechTarget, and Higher Education Digest, which named him to its 2023 “Most Visionary Education Leaders” issue, and he holds a Ph.D. in Modern Letters from the University of Tulsa and was a Fulbright-Hays Senior Scholar at the University of Uppsala.

Whether your campus is writing its first AI policy, standing up governance that people will actually use, or working out what comes after the pilot, the conversation starts in the same place: what your institution stands for, and what it is not willing to trade away.
